Afterwards, European Commission published the first and the second package in 2001 and 2002.Now,each member states are going to develop the policy on the basis of the adopted laws. The purpose of the first and the second package is making open the rail-freight transportation market in the internal market. By the way, we could confirm that there are markets where railways can compete with other modes in the field of the passenger transportation. On the basis of that fact, European Commission announced the third package in order to make the railway more attractive and more competitive.
