To solve this confusion, in this paper a theory is presented which clarifies the position and role of social welfare in a system of measures for addressing life problems (social security system). In a social security system, social welfare supplements or replaces social policy. However, there is a change in the scope of social policy and social welfare, respectively. In short, the boundary between social policy and social welfare shifts. In this paper, the mechanism of this change in scope and shift in boundary is clarified, and a general survey is provided of a `General System of Measures for Addressing Life Problems'. Specifically, the following 3 points are covered in this paper. 1. Social welfare can not address all problems of daily life. In short, it is ultimately a supplementary measure. This is clarified by the facts of the historical development from social policy to social security in England and Japan. 2. It is proved that the substitutionary nature of social welfare is much stronger in Japan than in Western countries. 3. It is explained that in order to reduce the substitutionary nature of social welfare, transformation and reinforcement of the labor movement is necessary.
