First, the urbanized process of Nara City is confirmed by examining the growth of the population, households, and the change of land use. While "the values" of a historical landscape that have to be defended from the urbanization is defined, and "the undesirable conditions" that will reduce the above values are considered. Second, "the actions" that are needed to avoid the undesirable conditions are described, and the corresponding effect of "Koto-hou" to each action is considered. As a result, this law is confirmed to act effectively on "Restriction and inducement to the land use conversion" and "Purchase and maintenance of land and the building around historical inheritances". Then the actual effect level are verified quantitatively, and it can be calculated that decreasing level of non-city land use in restriction area by "Koto-hou" is fewer than that in the whole area including the urbanization control area.
