Our observations were analyzed within the framework of proposed “sound material-cycle society” policy and public facility management. The following points were clarified.  Since 91% of the municipalities have less than 150,000 residents, it is necessary for smaller cities and townships to cooperate with the construction and maintenance of facilities designed for use across multiple jurisdictions.  Lufuran at Miyama City is a facility that uses food waste as a resource. In constructing this facility, the number of facilities was reduced by using two methods of public facility management, namely, consolidation and elimination of facilities and conversion to a complex facility. As a result, the construction and maintenance costs were reduced.  The consolidation and abolition of environmental facilities in Chikugo Nanakoku, 7municipalities in southern Fukuoka prefecture, was studied for the next 50 years. Rather than maintaining the status quo, priority was given to the construction of circulation facilities and the consolidation of waste incineration facilities, which can reduce the construction cost by 10 billion yen and the annual maintenance cost by 750 million yen.
