We see these in Kamigata Rakugo characters, who although were great contributors to industrial growth were also the laborers in the lower economic strata of society. They are ‘scrap buyers’,‘garbage separators’,‘riverwaste collectors’,‘paper re-makers’, and other menial occupations. Often the setting for the stories are the nagaya tenement houses, which they lived in. Clearly, most of them lived in poverty, the cause of many of their labor and life problems.\n　This paper focuses on these low-wage labors and the nagaya housing they lived in. Discussed are the actual problems they faced and the extent to which these problems were a burden.
