With the increase in foreign students this situation needs to be addressed. Here, the results of a survey conducted with police officers dealing with crime involving foreigners and university personnel engaged in support of foreign students attending their institutions are examined to better understand how cooperation between the government and universities in supporting foreign students can be achieved. The survey found that the police place importance on cooperation from educational institutions in understanding the situation and future of foreign students. University officials also believe that mutual cooperation with police and law enforcement is meaningful to better support foreign students. Achieving this cooperation can facilitate, for those foreign students with a strong desire to learn, a safe living experience in Japan. This in turn can lead to an improvement of their social status.
