In 2022, which marks 30 years since the 1992 amendment, farmers owning production green spaces can request a city office to purchase their land. There is great concern that in 2022 purchase requests will be overwhelming. This possibility is referred to as the Seisan ryokuchi nisen-nijyuni-nen mondai (the 2022 production green space problem). In this paper, I investigate the intentions of production green space owners in Higashiosaka City, Osaka prefecture. I also examine the countermeasures proposed by Higashiosaka City. Results of the former predict that purchase requests for 16 hectares out of the 115 hectares of production green spaces in the city will be issued. Concerning the latter, three possible countermeasures are under consideration by Higashiosaka City. One is for the city office to purchase the land and develop it into a park area. A second is for the city office to take ownership of these production green spaces and operate “citizen farms” for its urban residents.
