| 内容記述 | On 7th December, 1869, the Envoy from the United Kingdom and the top officials of Japanese Government met at the residence of Sanjo. Those who attended were Sir Harry Smith Parkes, （UK Envoy）, Sanetomi Sanjo （Prime Minister, UDAIJIN）, Tomomi Iwakura （Chief Councilor, DAINAGON）, Nobuyoshi Sawa （Foreign Minister, GAIMU-KYO）, Shigenobu Ohkuma （First Assistant Minister of Home Department and Finance Department, MINBU-OHKURA-TAIHU）, and Hirobumi Itoh（ Second Assistant Minister of Home Department and Finance Department, MINBU-OHKURA-SHOHYUH）. The document of this meeting is compiled in the Public Records of Foreign Affairs of Japan（ Dai-Nippon-Gaikoh-Monjo）. At this meeting, Sir Harry Parkes persuaded the Japanese attendants of the utility of railways, and these Japanese government leaders offered their strong request for his assistance with this project. They also discussed the construction of telegraph system, and the engineer who was going to come to Japan. On 12th December at the Council meeting, the Japanese government decided to embark on railway construction that would be financed with loan, and at the same time both Ohkuma and Itoh were entrusted all power over the engagement for this loan. I explain the significance of this meeting in detail and inquire the implications, such as the historical process of the decision and who was to construct and manage the railways. Furthermore, I investigate the additional subjects, for example “Nova Hollandia” （that is Australia）, the translators, who was this engineer, and whether Masaru Inoue attended this meeting. |
